Job Summary

The Central Statistics Office (CSO) is Ireland’s national statistical office and our purpose is to impartially collect, analyse and make available statistics about Ireland’s people, society and economy. CSO official statistics inform decision making across a range of areas including

construction, health, welfare, the environment and the economy.

The CSO currently has a vacancy for an Assistant Principal, Data Office

The successful candidate will assist and report to the Principal Officer for Enforcement Legal and Governance and the position is based at the CSO’s Cork Office.

The successful candidate will:

  • Advise on and be responsible for design, implementation and compliance in relation to data governance, data protection and GDPR policies, practices and procedures within the CSO
  • Manage the provision of supports across the Office in relation to a range of data governance processes, including but not limited to Data Protection Impact Assessments (DPIA), Data Necessity and Proportionality Assessments (DNPA) and Transparency Notices
  • Data Subject Access Requests (DSARs) management
  • Data Breach management

Overview of the role

Existing Structure

The CSO has operated a data protection, governance and oversight function since 2015. Known as Data Office, its role is the development, coordination, ongoing management and oversight of CSO’s data governance framework. It provides hands-on operational data governance, education and support to the Office’s business units, as well as undertaking compliance activities. The role also involves engagement with external stakeholders.

The new position of Assistant Principal, Data Office will work in a team of six, comprising one other Assistant Principal, two Higher Executive Officers and two Executive Officers, reporting to the Principal Officer for Enforcement Legal and Governance. The creation of this new position represents a significant corporate investment for the CSO and stands as evidence of the commitment of the organisation to excellence in data governance, not just to acting in compliance with the relevant legislation but in striving to maintain CSO at the cutting edge of excellence in this area.

This position represents an exciting opportunity for an ambitious, enthusiastic and dedicated data governance professional with a strong commitment to the principles of public service. The successful candidate will influence and contribute to the evolution of Ireland’s national statistical office as it anticipates and meets modern demands for objectively compiled, compliantly processed data to inform everyone, from the lay-person to the expert, about the evolution of Irish society, our economy and our country. Much work has been done in embedding good data governance across the Office, with this new role expanding capacity commensurate with CSO’s growing role in the Irish data ecosystem.  

Data Office sits within the Enforcement, Legal and Governance Division in the Corporate Affairs Directorate of the Central Statistics Office and includes the following existing CSO functions:

  • Legal and Enforcement Unit, which is tasked with all dimensions of the Statistics Act related to enforcement activity, and with the provision of legal scrutiny and advice generally across the Office;
  • Procurement Support Unit, which works alongside procuring business areas to assist them in procurement compliance, procurement planning and contract management;
  • Internal Audit, which supports the Office by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes; and
  • Project Governance Unit, which supports the Office in effective project management and governance as well as supporting the Office’s Risk Management Framework.

Skills Required

The postholder will work alongside the PO, Enforcement Legal and Governance and the current Assistant Principal, Data Office, defining the Office’s evolving data governance framework, advising on and being active in its implementation, oversight and compliance whilst upholding the core values of the CSO in all aspects of the work, namely professional independence, objectivity and confidentiality.

Key duties & responsibilities

The AP Data Office role involves a wide range of functions, including:

  • Advising on and being responsible for design, implementation and compliance in relation to data governance, data protection and GDPR policies, practices and procedures within the CSO
  • Managing the provision of supports across the Office in relation to a range of data governance processes, including but not limited to Data Protection Impact Assessments (DPIA), Data Necessity and Proportionality Assessments (DNPA) and Transparency Notices
  • Data Subject Access Requests (DSARs) management
  • Data Breach management
  • Representing the Office on working groups, both internal and external, as required
  • Continuous overview, update and promotion of the Data Management Policy, and ensuring compliance with same
  • Managing the development and delivery of data governance/data protection training
  • Processing requests under the Freedom of Information Act, 2014 within regulatory deadlines
  • Supporting the administration of the Office’s Confidentiality & Data Security Committee (CDSC) which is responsible for coordinating the implementation of our obligations relating to statistical confidentiality and data security
  • Data Office Helpdesk management
  • Leading the Data Office team
  • Fostering and maintaining effective relationships with key stakeholders, both internal and external
  • Supporting the Head of Division, the Data Protection Officer (DPO) and the Management Board in building and pro-actively developing a high performance, innovative and responsive organisation
  • Any other additional responsibilities as allocated from time to time.
